If you get seen, just kill them, via snapping their neck or knock them out by punching them. You have to do that before they call backup. I finished that game, it's awesome.

yeah i got that feeling too.I got twin snakes from a friend,and damn, is it hard.I couldn't get trough the first parts of the game without dying or being seen.
